IN THE CITY OF RANCHO MIRAGE The Rancho Mirage Housing Authority has created a HOME IMPROVEMENT PROGRAM (HIP) to assist those of its citizens in the very low to moderate income categories in the rehabilitation of their homes. The City of Rancho Mirage and the Housing Authority are committed to a public policy that recognizes the importance of maintaining and/or improving the condition of residential units within its boundaries. A. Emergency Grant Component
The Emergency Grant Component, with a maximum lifetime cap of $12,000, provides the qualifying household with an annual grant of $5,000 (may exceed) for emergency repairs. The total gross income of the participating household must be in the very low to low income category as established by the Department of Housing and Urban Development (HUD)Emergency repairs are categorized as repairs that immediately impact the health and safety of the household (repairs for heating, electrical, plumbing, etc.) and where any delay in making the repair jeopardizes the health and/or welfare of the household.
B. Matching Fund Component
The Matching Fund Component matches the expenditures of the qualifying household up to $3,000 for HIP-approved repair items that are not considered emergency in nature but are essential in either maintaining or upgrading the household’s living condition.
This would include, but not be limited to carpeting, window screens, exterior/interior door replacement, etc.
The participating household must be in the very low to moderate income category and may choose to do its own work or select a contractor. The Authority will match each dollar expended by the household for material and labor costs. However, in no case will the household be reimbursed for labor performed by a household member.C. Energy Conservation Component
(1) Provides a grant, not to exceed $3,000, for repairs related to energy savings and conservation for households in the very low to low income categories.
(2) Also, for household in the very low, low, and moderate income categories, matches expenditures of qualifying households up to $1,000 for energy-related repairs.
